Could the reluctance of the Clinton administration to apprehend OBL in 1996 have anything to do with the fact that a few short years earlier OBL was a good friend of the Bush administration, fighting the Soviets in Afghanistan with CIA help? Just like Saddam was our buddy fighting the Ayatollahs, while American companies were selling him WMD equipment with Rumsfeld's blessing?
