That's probably one of the factors. But if I recall, Russia was then a major player in the ME,
many different players and factions made it somewhat unclear who to fight... Also don't think we had
the miliary support in place fro a timely response.... BWDIK... As opposed to the fiasco in Somalia,
when the time, military, was right to respond. As Eisenhowers's conciliatory response to Russian threats
begat the Cuban missile crisis, Clinton's response in Somalia begat the current terrorists actions, and
Carter/Clinton deal with North Korea will begat ...... what.....????

Who was pres when we took out bombed Libya? Seems we haven't heard must from them recently, or is
all this just media driven and who knows what?

Oh, I forgot to mention Tibet, which I thought was one of our worse failures to step up to the plate. That was Nixon's failure who wanted to appease China, I think - or were the seeds sown in Eisenhowers watch.. Like stocks, each failure is a timing isssue - the China/Tibet issue is just longer range problem as was the Somalia/Cole terrorism a shorter term window for Bin laden.
