They allow shorting of OTCs including JBII. Plenty of other brokers too though most of them are outside the USA. Union Securities out of Canada for example (which used to allow naked shorting all you want up until a few years ago -- http://union-securities.com ask them....I used to use them. ).

You may not be able to find a broker who lets you short JBII, but hedgie pros can find ways to short whatever they want.
