Sometimes FINRA does not approve the RS. Look at GNTA, they tried to do RS again and FINRA declined it.

This company has a history with an old CEO that dilluted to keep his dream alive. It has been taken over, don't know if you know this but that means the guy that didn't have any clue what he was doing is gone and you have a better head on the snake.
