You can't use an American based broker to short a non-marginable stock. Interactive Brokers and Suretrader are offshore and will let you short pennies.

I said I was yesterday at $1.41 :-) lol and many times previously up towards $2 range... lolzzz , etrade does not allow you to short OTC stocks... :-D ... now I would like it to bounce... lololzzz ... shorts did not get squeezed... the shorts squeezed APS B.S. lolzzz... weeeeeeeeeeeeeeee ...
