I agree again that they're going to get a deal done soon... although I think the nature of the environment they face is changing pretty rapidly, right now... with the trends from here likely to be making it more of a sellers market than a buyers market...
I've not yet seen a serious deal in minerals get done with the Chinese that didn't take 2 or 3 years of effort to complete... and I've followed more than a few of them.
You are spot on, too, in addressing the NI43-101 issues as being primarily about concerns that are focused on addressing issues that matter to "retail investors" and not focused on addressing the DD needs of industry professionals or corporate partners.
And, even within that rubric above, note that who the investors are still matters a lot... because, in a perfect oxymoron, there is still significant variation in standards:
