The change is the apparent willingness of China to apply the compulsory-license provision more aggressively as leverage to obtain price concessions from drugmakers.

From what I'm seeing, China is going to use the same policies that India and Thailand have put in place dealing with pharma. I'm sure they feel comfortable as long as we don't go after the other countries.
