I'm not so sure there is a "book rate" any longer. They have different rates for how the mailings are prepared, sorted, etc. Special not-for-profit which I have been involved with. I'm just not sure if they still have a book rate, 3rd class, etc.. anymore. 1st class is simply the 37c for the 1st ounce and 23c for each additional. BUT, there are further breaks for pre-sorted, for the usps bar code pre-printed on the mailings, etc..

BTW, I have noticed on the last two return mailers to Franklin, and last one to Calif. that the usps bar codes of the DC have been pre-printed on the address. That could mean they are getting a break on at least the return mailing to them. Really don't know.
