In a fair world things would make sense. In a just world things like this wouldn't happen. In the real world bad and unreasonable things are the standard.
And isn't this the guy who had the big (15M) restitution due and previous offense for similar activities?
And, speculating here a bit: The one who may have been more leader (perhaps just more visible?), also rolled over and played along better.
