Actually I didn't say "no government" - what I said is no STATE or LOCAL gov't.

Yet, unless the disaster is happening in DC itself, state and local governments are the only ones that can possibly make a first response. Like another poster so eloquently put it, after 9-11, we saw baseball caps with NYPD and FDNY insignias in high demand, not FEMA caps.
