Unless you can tell me that the head of the organization in DC came all the way out to CA to inspect that 9 story building, you still have not come up with an analogous situation to having Chertoff himself going down there to inspect the levees.
Things just don't work that way in real world. Frankly, if Chertoff were there on the day after hurricane, I'd wonder if he's trying to get some TV time and if he's left enough personnell in the home office coordinating all the rescue and relief personnel and supply flow.
