Standards are almost always lower in the public sector than in the private sector. Government jobs have been filled as political spoils ever since Andrew Jackson (a Democrat President, I may add).
On the other hand, it is a bit unrealistic to expect the DHS chief to survey the hurricane damage the day after hurricane especially if he is also expected to arrange for relief resource from hundreds of miles away. It's highly doubtful he would have found anything that the mayor and the governor did not in their "dodged a bullet declaration"
