I lived through two earth quakes. Yes things can be chaotic. That's why I don't quite understand this retribution nonsense. Of course, it would be ideal for aid to arrive one second after the disaster hit, but come on, it takes time for help to cover hundreds of miles, especially over flooded roads and roaming bandits.
