You are being ridiculous. The agents that turned back the trucks worked for Lousiana Fishery and Wild Life, which although technically is newly attached to FEMA, is obviously a local authority. The bit about National Guard lacking equipment is even more specious, the governor did not even call up National Guard until it was too late.
