Well, the mayor and the governor said the city dodged a bullet on Monday. So the DC officials went to bed on Monday night, and let their underlings take care of the situations on the ground in the Gulf Coast. What's so illogical about that? Do you expect federal officials to stay up all night even now? Not bloody likely. They are human beings too.
