Do you think the cement companies are going to wait until Dec 2012 to see what happens, like they did waiting for the epa action when Obama and the congress signed off on it? Lets not forget , the states can act unilaterally in the courts to make the plants comply any time they want as they have been doing for some time. What state is going to sit still while there children/people/voters are dying and getting sick.
