The company's PR said:
"In conjunction with the financing, SAIC Energy, Environment & Infrastructure, LLC (“SAIC”) was engaged to perform an independent review of the P2O technology and its commercial viability."
My reading of that is that the company engaged and paid SAIC and that it was required by the Pipe participants prior to their commitment versus being commissioned by them, by which I understand you to mean paid for by them.
But that's just my interpretation....fact is, it just says that they were engaged and not by whom. If it was me, and the pipe guys paid for it, I would have said so. But it wasn't me.
