Since always. But in addition to it being highly immoral, unethical, and fwiw against the Constitution, the trick is determining WHO is an enemy, and WHO makes that determination, based on WHAT........last I checked nobody if effing perfect, lots of people have agendas, there WERE no WMD's.......SO seems to me there's quite a bit of room for ERROR here......and in this case any ERROR results in innocent people dying or having body parts blown off.........
