Did you ever think that maybe the city itself has asked to make the announcement once it is up and running? If you were the city would you want to be fielding questions about this new system when you have nothing to show? I know I wouldn't. I believe they were asked to not make mention. I don't have a problem with it as I pretty much know who it is. You may continue to draw your own conclusions as to which city.
