Yes, SEC is on top of shells, eliminating dormant CIKs, and now under the whistleblower hotline, eliminating pump and dump schemes. Obviously OTOW is none of these things, it is an expanding business model, branching into other areas such as pre-paid credit cards to create revenue streams.
