Rauber probably isn't required to physically be in Niagara, since his only purpose is to be a highly-paid puppet while Bordynuik calls all the shots and runs the show.
"Willing to move to Niagara" might only involve his buying or renting some cheap place, but still spending most of his time elsewhere. Bordnuik would probably prefer it that way.
