People would cry and whine about "the shorts" keeping the PPS down but the reality would be, the shares came from insiders, who are able to simply issue stock and sell it. Welcome to the Pink Sheets!
This is exactly why FOGC is no longer DTC elegible. Huge volumes of unregistered (Rule 144) stock being sold was the trigger that caused DTC to cancel FOGC's DTC eligibility.
