Is CGFIA still under the DTCC chill? (I can buy just fine on Schwab and Etrade.)

The DTCC got slammed by the SEC in a Ruling back in March and will most likely put Fairness Procedures in place. I don't know any details as to what. But there has not been 1 chill added since this ruling. For the ones that weren't as lucky, well it's my opinion that they will start removing chills left and right...
