Because they saw the volume and they know the company can't dilute shares unless they update filings. By changing the status to Caveat Emptor, they strong hand the company into paying extortionate fees to remove it if they wish to dilute shares.

OTC Market's is not a regulating body like the SEC it is a business.

P.S. A little stock you may have heard of called KMA* ran from the 000-02 with Caveat Emptor status. The moment it was updated, it hasn't stopped falling. Coincidence?

I for one see this as a good sign. Depends on how you look at things.
