it's the program that let's you load up/manage the OTOW card at a gazillion locations. https://www.moneypak.com/StoreLocator.aspx OTOW card can be loaded/managed etc. at ant Green Dor location- go ahead and put a zipcode to get an idea of how many locations we're talking about
