Dave, I really think it was enacted to protect the big traders. The rule causes the small trader/investor to get caught in a stock since they are not allowed to trade optimally. Most small traders get impatient and lose their money. Gov't is not so benevolent to help the small trader, Wall Street has been lining its own pockets by buying the necessary legislation to protect its profits.
