TSTA is now in what I like to call a Flotsam and Jetsam state. What I mean by that is that the bars appear to be aimlessly floating around, like those random pieces of junk in the water along the shoreline. It has been in this state for over a year.
I have seen many breakouts out of bases like this, but there is no telling how much time it will take. You will know it is ready if/when the price bars pierce MA 200, and they begin to look and act like "real" price bars.
To put it another way, this is how price bars look when they are underwater. Once they pierce the surface, and begin to breath the air, they will come to life and begin to form classic chart patterns.
