It's a trick when retail trys to buy the amount of stock in the open market, equal to the OS. The thought is if there is no liquidity, demand will raise the price quickly.
Rarely works for many reasons. Just remember if you read float lock on a message board. It's probably to late to get out even. It's a last resort talking point for bag holders.
