Shares have always been hard to get at these levels, so it sure seems like there are a few people that agree with your opinion. I know that before the BK, Teleplus had a dual listing on the OTC and the Frankfurt.

It doesn’t appear to be actively trading over there, so it could be that a lot of shares are locked up in Germany.
