You're kidding right? I assume the govt. would issue the license in such a system. You don't really want the government deciding who can have children do you? They already want to control how your children think, I suppose the next step is to decide whether they should even be allowed to exist.

I have a solution, but I'm afraid it's not PC enough to bring up on this thread. It would be a waste of everyone's time. So I asked my initial question just to give some food for thought.
