The permits haven't constrained the operation....the operations have constrained the operation. There's no reason to expect that to change. The permit issue seems to be a dangled carrot that is clearly outpacing the donkey.
That was then, this is now. The SWP permit is actually what is holding full bore production up. The newly redesigned Processor is so efficient and voracious when it comes to consuming free waste-plastic, that it is like trying to hold back a 3,000 pound charging Bull. Newsflash!: the processor is now the carrot in front of the donkey, waiting for its ass to catch up.

Wrong, your whole premise defies logic and reality. The DEC does not permit failure. Look at the air state facility permit, prior to the last stack test the objective was to operate the processor at 3000 lbs./hr.
Low and behold the test surpassed the objective of 3000 lbs./hr. and the DEC approved the machines to operate at 4000 lbs/hr.
Now we need a SWP amended to handle THREE PROCESSORS at the new permitted rate. It's quite basic really. 3 Processors = A Cluster

PPC - Profit Per Cluster & CPQ - Clusters Per Quarter
