Where did you find this Mil0x. When I go to their website and look around, I can't find how to access this User Account. And sorry for this silly question but what is a User Account - what would I need a User Account for?

Can't do anything with this unless you already have a username and password. Site does not let you initially sign up. Is this an area for the developers of the site to gain access to make changes?
