Looks like Leslie Howard's next pre- promotion pick is gonna be HPCS.
At 9:40am Monday morning I will be issuing my next pre-promotion alert. This stock trades at just over a penny, and has been steadily increasing in volume and share price in the last week. The stock just started trading last December and has traded as high as 14 cents before its dive. Since then the stock has shown a propensity for spikes its share price.

1. CIBC World Markets Inc., the investment banking division of leading Canadian bank, Canadian Imperial Bank of Commerce, stated the following: “UEC is a growing low-cost uranium production story…UEC now has 153,000 lbs of U3O8 in uranium inventories and is set to make its first yellow cake sale during this fiscal quarter.”
2. Forbes Magazine, in a feature article on UEC titled "Energy & Genius, Homegrown Fuel," stated the following: "The U.S. imports most of the uranium its nuclear reactors use. [UEC] wants to change that…In January Adnani's UEC was granted licenses to begin operating its Palangana mine in Duval County, Tex…Adnani thinks he can start production by the end of the year. His ambition is to get permits at more spots and to reach 2.5 million to 3 million pounds a year all told within five years."
3. The Dundee Securities Corporation, the full-service investment dealer, stated: "We re-iterate our BUY recommendation for UEC…We are very encouraged by the news of Uranium Energy receiving its Radioactive Materials Licensing that enables it to commence construction towards production…With a market cap of $253 MM - we view UEC as a take-over target now that much of the permitting risk is behind the company. M&A activity has picked up in the sector - with several deals having recently been completed… Cameco has indicated that it would like to pick up additional US production."
4. Gold Newsletter editor Brien Lundin issued a BUY RECOMMENDATION with strong commentary: "As with the rest of the uranium sector, UEC took a shot to the gut with the Japan nuclear crisis. Again, I think this will blow over — it is simply impossible for the world to wean itself off of nuclear power. So, as a long term play, UEC is once again a buy."

Just recently, Senior Editor, Marin Katusa at Casey Research stated that, "UEC is the first company to start a new uranium mine in the United States in nearly six years… the company aims to reach an initial production rate of 1 Mlb/year; its processing plant in South Texas has the capacity to process up to three times that amount, which could nearly double what U.S. production is today. . .UEC will be a prime beneficiary of a nuclear revival." He also publicly commented about UEC on the popular Business News Network just last week!

UEC Digging Deeper into the potential

* UEC is well funded with $16.9 million of cash in the treasury and 116,000 lbs. of U3O8 available for sale in inventory with a market value of $6.0 million (as of 1/31/12), and no debt, to aggressively pursue its key production targets in the months ahead. For its next ISR production facility in South Texas, the Goliad project, the final permit for construction was issued in December 2011.

* Demand for uranium overwhelms current production. Globally, more uranium has been used than produced for the last 20 years straight. Domestically, more than 95% of U.S. usage of uranium – a strategic metal – is imported, a significantly higher percentage of dependence than is the case with oil. A good portion of the U.S. power grid is now dependent on imports of uranium from dismantled Russian warheads. However, this agreement between the U.S. and Russia, the HEU or highly enriched uranium agreement, ends late next year, and Russia has made it clear that they will not be renewing the agreement because they need the uranium for their own plants.
* In a post-Fukushima world, demand still overwhelms current production. As conversion of highly enriched uranium from Russian weapons programs tails down, more than 60 new nuclear plants are under construction, 27 in China alone. Most energy analysts anticipate a rising price for uranium in coming years.
* Post-Fukushima, the spot price of uranium is $51.00/lb. today, which is notably higher than $40/lb., the price of the last few years. The term or contracted longer-term price averages $60/lb. Both spot and long-term prices are in a viable range for UEC because a full year of production results demonstrates cash costs below $20/lb. The Company's focus is to control its own future by producing at a very low cost using in-situ recovery methods and its centralized "hub-and-spoke" strategy in South Texas where it already has over 10mm lbs. of independently verified in-ground uranium resources, and more drilling is increasing these resources steadily.
* Importantly, after 25 years of dormancy and under-investment in the U.S. uranium industry, there are only a few fully licensed and operating processing plants left. UEC controls the Hobson plant, one of five operating processing facilities. Further, Hobson is an ISR, or in-situ recovery, processing facility. ISR, or solution mining, is the low-cost and environmentally sound way to mine uranium. All five of UEC's projects surrounding this plant in South Texas are ISR projects. And historically, there has been more uranium mined using the ISR method in South Texas than in any other region in the U.S.
* UEC's technical team has participated in a meaningful way in 35 ISR uranium projects in the U.S.
* President Obama and his administration strongly support increasing nuclear power generation of electricity in the U.S., and this is AFTER Fukushima. The Obama Administration's proposal for the current federal budget includes $54 billion in loan guarantees for nuclear power plant construction – tripling the size of the program. The first two loan guarantee awards were issued for start of construction of two nuclear plants in Georgia, and the construction permits have also been issued – the first new nuclear plant construction permits in more than 30 years.
