NASA tapes could be deemed sensitive or top secret and the possibilities of certain entities wanting the info on them could make for a great cloak and dagger novel.Not to mention proprietary info concerning P2O.

The NASA tapes contain data from the NIMBUS III and IV weather satellites from the late 1960's and early 1970's. If there was any Top Secret data on the tapes, I seriously doubt NASA would have handed them over to a foreign national with a criminal record.
