puppy, I am not sure if it was you or another poster that pointed out the "weasel" clauses built into the Dividend announcement but I am sure you have seen my recent posts highlighting just some of them.
There is simply no clearcut, definitive, indisputable promise of a dividend...period.
I truly believe that the careful wording in the filing allows them a legal way out of dividend distribution. Now, intent to deceive is another matter altogether and THAT can certainly be argued by those who have seen this type of deception many times before.
