Anyone who trades penny stocks on a regular bases should not be using TDA. It has nothing to do with whether a stock is a promo or not. TDA greatly restricts access to most penny stocks, any stock that they don't like, they don't let you trade, simply as that. Doesn't matter if it is or isn't a P and D, doesn't matter if it is or isn't in the DTCC etc...
Get a real broker if you want to trade stocks like this. (note that was ment for the OP and not the person I replyed to)
