All their emails say that...TD is gunshy, a few years ago some of their account info was hacked/stolen and their customers became targeted for some P and D campaigns...I do not know if there was litigation involved but TD is very wary of any promotional issue.
I use Scott and manage to buy easy except for no market orders on OTC and Pinkies.
Some pump and dump spam was traced to a breach of TD Ameritrade's customer databases. In October 2005, several people posting to nanae (the news.admin.net-abuse.email Usenet newsgroup) began to uncover what was at the time the 3rd largest dataloss incident ever[13] when they reported pump-n-dump spam to the disposable email address they had given (only) to Ameritrade that were not the result of a Directory Harvest Attack.
This may be why TD is a bit leary.... probably had a little litigation over this
Most online brokers trade fine...I have had no problems buying APS selections
