I think you're either confused or intentionally ignoring some of the facts. The DEF14C and 8K for the new shares was filed since a year ago.

Why would the SEC think that CBIS shareholders have been "strung along" by anyone? Do you think they'll launch an investigation into themselves since they were the ones who were overseeing the filing of the 14C all along and taking their sweet time as well ? Do you ever look at the SEC website....

I do and here's a year of correspondence between them and CBIS.... I think they've already looked into it...
