It does sound like a contract is being developed or is being tweaked. Back in Nov-Dec, I was guessing the grass would or should be ~ 5-6 feet tall by Jan. Yes the customer would want the plants to grow to maturity ~ 14 feet tall [3 more months].

The important words to think about is that the 5 acres is for a "propagation nursery" !! This will support expanding future acreage without airfreight costs.

Now it's to be seen the announcement of funding to build plants.
