When they set up the trial protocol they establish a criteria for significance and results are not released until that significance has been established. It's typically based on the O'Brien-Fleming stopping boundaries.
For the phase 2 signal seeking trials, IMO, significance was established when 80% of the patients had expired and at that point they released the MOS numbers.
