I've seen people with a device that connects to the internet and allows them to use their cell phone for calls here where we get zero bars.

You can call people via the data connection (think: Skype), but I haven't used those services. What you can't do is call people through the carriers, which is arguably a more reliable connection (when you have the bars).

I think with wi-fi you could then skype but I really do not know.
