But I still don't see why lack of efficacy in some proportion of patients is much of a concern - those patients will simply stop the drug after a few months - the company said that 3 month results are a good predictor of long-term efficacy.

Quite simply if the drug showed 100% efficacy the FDA would look more favorably at the drug's risk profile.
