No - not for the LTWs. There is a different rule for Class Actions whereby certain Government Parties have to be notified of the Stipulation and Agreement and they are given 90 days thereafter the Notice to Object.
That is why there is a Final Effective Date of April 16, 2012 for the LTWs. It covers the 90 days.
