It is a % with non-specific time frame.
By how I have seem them dumping shares in the past, it seems that the time frame could perfectly be a day. So 5% a day....it is a lot, that increases the lower the price (or the more outstanding shares).
That percentage cap without a specific time frame (like a quarter, a month....) is a joke.
