That's an interesting question, but it seems academic since Watson in fact did launch and Watson's press release indicates they are acting in concert with Amphastar.
Watson stated in its press release on January 26th that "Amphastar and Watson plan to launch their Enoxaparin Sodium Injection product immediately," not exactly the statement one would be making if they were trying to let Amphastar launch by itself.
