The tools on which you pontificate have been around for years. There are a limitless number of chat sites, and even more small message boards sites. They don't and shouldn't compare with the large scale message board sites; they are feature poor, niche oriented, typically catering to a small group of like-minded persons. Chats are usually fleeting; active for a short period of time, then relegated to nothingness. They serve a purpose, but are hardly a viable replacement for the large, historical, searchable sites.
You don't want rules, administrative intervention, etc? You want private boards where you have to go along to get in? There are limitless sites where you can find 1) uncontested exuberance, or 2) noise drowning out the signal. Go forth and build thy better mousetrap. Lord knows it's been tried time and time again. Where are they now?
