I'm pretty sure the court has, in fact, issued its reason for the stay. The problem is, we don't have easy, inexpensive access to it, as the CAFC does not post as much electronically as the Circuit does (I've seen the phrase "stone age" used wrt this issue). My understanding is that someone we know would have to physically go to the court and pay for the relevant documents, and tell us. This is where the big boys have an advantage; they can afford that kind of intel.
If the reason is known to the parties, I'm not sure why none of them are publicizing it, though. I await corroboration/correction from the board's legal team.
