Yes, that's how it works in almost all cases which is probably partially why over 97% of cases get settled and never see a court room.

What other cards do you think they have left to show?
Wouldn't the SEC be obligated to bring it's strongest, most complete case forward right from the get-go, including the most damning evidence? Lest they be accused (and guilty) of 'wrongful prosecution', something that is not taken lightly?
