I assume it is a question because it ends with a question mark. Yes to raise capital. Isn't that why they are selling some share to this person so closely connected. Torvec would be selling for only a few reasons.

A. They want to make it look like insiders are buying.

B. They need to raise some capital to pay some phone bills, visits from Chinese or travel to China, gas bills for DARPA challenge site visit, etc., etc.

C. The want to give insider a good deal on stock while diluting our shares.

Your choice would be B right? Insiders are not buying period with the exception of 500 shares by Read McNamara. A deal like these preferred shares would not seem like C would be logical answer. Unless they are paying a huge dividend or something, which obviously is not the case. So to answer the question they need to raise capital. Only logical answer. Example: If you own a company that you though was going to go throught the roof you wouldn't sell any shares would you? Unless you need some short term capital to get it done. Let's hope that Torvec is going through the roof. LOL
