Abortion in the ladder of sins, is a violation of "thou shall multiply" as far as I can determine, certainly not a breach of "thou shall not murder", since Judaism is absolutely clear about the start of life. Well, another sin which is in violation of "shall multiply" is masturbation, and while frown upon, I have not seen any state taking into its hand the control of this despicable habit.
