It has happened, Jewish women were raped by German soldiers, few survived, and few received Rabbinical authorization to abort the unborn. As I said, there is no "fast rule", one triumvirate may judge any unwanted pregnancy as one that if all concerned (the mother, father and the triumvirate) agree, could be terminated. Abortion in the ladder of sins, is a violation of "thou shall multiply" as far as I can determine, certainly not a breach of "thou shall not murder", since Judaism is absolutely clear about the start of life. Well, another sin which is in violation of "shall multiply" is masturbation, and while frown upon, I have not seen any state taking into its hand the control of this despicable habit.
